Ukraine Develops National AI System Using Google’s Gemma Framework
Ukraine is constructing a sovereign artificial intelligence infrastructure, leveraging Google's open-source Gemma framework to build a large language model tailored to Ukrainian linguistic nuances. The LLM will process local dialects and minority languages, with initial training on Google's cloud infrastructure before migrating to domestic servers.
The Digital Ministry and Kyivstar telecom unveiled the initiative, emphasizing full operational control over AI systems serving 23 million citizens. Security protocols are being fortified against anticipated cyber threats, including prompt injection attacks targeting the model post-launch.
Google secured the contract after competitive evaluation against Meta's Llama and Mistral AI's offerings. Chinese models were explicitly excluded from consideration. This development extends Ukraine's existing military AI applications in reconnaissance and drone operations into the civilian domain.
